NRC Mission The NRC protects public health and safety and advances the nations common defense and security by enabling the safe and secure use and deployment of civilian nuclear energy technologies and radioactive materials through efficient and reliable licensing, oversight, and regulation for the benefit of society and the environment.

Licensing Efficiencies-Background
- Accelerating Deployment of Versatile, Advanced Nuclear for Clean Energy Act of 2024 - or the ADVANCE Act - was signed into law on July 9, 2024.
- ADVANCE Act, Section 505 relates to nuclear licensing efficiency.
- Safety and security remain NRCs priority.
7 NRC ADVANCE Act Information The NRC staff is looking to enhance techniques and guidance to support efficient, timely, and predictable licensing reviews, and to periodically assess and modify these techniques.
NMSS has a Materials Licensing Efficiencies and Process (M-LEAP) team tasked to develop near and long-term initiatives. This team also coordinates with the Reactor (R)-LEAP team.
Project
Purpose:
Streamlining Nuclear Materials Users pre-application engagements to help improve the quality of licensing applications, and enable timely, predictable, and efficient licensing decisions in advancing civilian nuclear energy for the benefit of society.
Why Streamline Pre-application Engagements?
Note: Pre-application licensing engagements are voluntary.
Benefits: Promote early two-way dialog for openness, clarify information, enable complete and sufficient information availability for NRC staff to start the review, potentially reducing requests for additional information in the detailed review process.

Scope of Meeting
- The NRC is gathering comments and feedback on its implementation of the M-LEAP initiative to streamline pre-application engagements for Nuclear Materials Users.
- This meeting will also include information on related NMU M-LEAP licensing efficiency initiatives for general awareness.

NRC Form 313 - Modernized Licensing Application Portal for Materials Licensees and Applicants Now Being Piloted!

- Streamlined Application Process - Allows submission of license applications online using NRC Form 313, with built-in digital signature functionality to reduce paperwork. Potential resource savings to both NRC staff and licensees/applicants.
- User-Friendly Interface - Step-by-step guidance for application and fees submission-helps prevent errors and improves efficiencies.
- Secure Submission and Coordination with NRC - All activity occurs within the Web-Based Licensing (WBL) system, so files dont need encryption, and applicants can communicate and share documents directly with NRC staff.
- Rollout Timeline - Expected availability to all NRC licensees/
applicants in October 2025.
Note: Use of this online tool is optional. Further engagement with external stakeholders will help guide the rollout, capture lessons learned, and support gradual full adoption.
Streamlining Pre-application Engagements Key Messages The NRC processes approximately 1400 licensing applications in NMU, annually, for commercial, medical, industrial, and academic uses of byproduct and source radioactive materials.
Pre-application engagements are voluntary. Streamlined pre-licensing meetings can be leveraged early for a range of applications including new, novel, or complex applications.
Intent is to improve the quality of licensing applications and enable efficient reviews. This can save both NRC and applicant/licensee resources.
Enhancing the pre-licensing engagement process can lay the groundwork for the future of licensing of mass fusion machines in the National Materials program.
External stakeholder feedback is critical to NRCs success.
NRC goal to use feedback and develop guidance and tools for licensees and staff by November 14, 2025.
