Volume C Revision 2004-04, April 2004.

This revision is being submitted in accordance with 10 CFR 50-54(q) and does not decrease the effectiveness of the Emergency Plan or the Emergency Plan Implementing Procedures.

Revision 2004-04, Volume C does not contain Safeguards Information and is not subject to 10 CFR 73.21 restrictions.

However, procedure RP/0/B/1000/007, (Security Event) does contain licensee physical protection information.

Therefore, Duke Energy Corporation requests that RP/0/B/1000/007, be withheld from public disclosure pursuant to 10 CFR 2.790(d)(1).
