Addendum to Reply to Devi'ation 528/89-10-05 File 89-0 0-026 The referenced letter stated that APS would revise'he fitness for duty policy to strengthen existing controls and to include the new requirements of 10CFR26 by September 30',

1989.

The proposed policy and procedures were issued for review on August 22, 1989.

Because of the nature of this program, the policy and associated procedures required extensive legal and internal review.

Resolution of the reviewer comments, incorporation of information obtained from the NRC in the August EEI Fitness for Duty Program Implementation Conference, and the standardization of our program to others in the industry is requiring significantly more time and effort than anticipated when the referenced response letter was prepared.

Remedial corrective actions to address the specific deviation described in the referenced letter have been taken.

However, the inclusion of the new requirements of 10CFR26 will not be completed until December 4, 1989.
