Points of Contact for the Parties and Others Communications of the Information Sharing Topical Area shall be completed via electronic mail to the points of contact for each party. A list of each partys point(s) of contact for these communications is provided as Attachment 1 to this Procedure 001.

Prompt Reporting of Security Events Security events, as described in the MOU Topical Area text, will be identified and reported between the parties. As an objective, a report will be generated that describes various elements of the occurrence. Form 001 (Attachment 2) is a template for the report. Form 001 is provided as Attachment 2 to this Procedure 001. The term "prompt" in this context is defined as: 1) approximately from 60 to 120 days after an event, and 2) the time frame when all facts are clearly known in regard to an event.
Referral of Safety and Security Issues A safety and security issue is defined as one which the parties have achieved consensus to assemble/distribute and which is not a security event, however it had security aspects worthy to explain to the parties. One of the following types may apply (listing is not all-inclusive):
An event, condition or occurrence that was a safety/security interface issue. A safety/security interface event, condition or occurrence in this context is one associated with radioactive material transport in lieu of one associated with the regulation for nuclear power reactors as described in 10 CFR 73.58, Safety/security interface requirements for nuclear power reactors and the Regulatory Guide 5.74, Managing the Safety Security Interface.

For example, the identification, assessment and analysis of a systemic transport of radioactive material security deficiency, information on a pertinent database, a local/state/national/international guidance document or a transportation of risk-significant radioactive material condition that causes security concerns.
Form 002, dated October 18, 2018, is the template to be used to convey a safety/security issue. Form 002 is provided as Attachment 3 to this Procedure 001.
Forms for Information Sharing Communications A standard form shall be utilized to the fullest extent possible for communication activities associated with this procedure. Forms 001 and 002 have been developed for this purpose.
Forms 001 and 002 are provided as Attachments 2 and 3 to this Procedure 001, respectively.
Process of Development, Review, Concurrence, Issuance At least one party shall take the lead to develop a communication. The opportunity to review and provide concurrence on a communication will be provided to each party. Before the communication is issued, a consensus of concurrence of the communication from the parties, shall be obtained.}}
