Consistent with their respective authorities and established policies, the parties will promptly report security events related to the transport of radioactive materials to all parties. These events shall include, but not be limited to, incidents of theft, diversion, or sabotage of radioactive material(s) in transport. The parties will develop protocols and designate appropriate points of contact for prompt reporting of security-related incidents to each other. The parties will develop procedures for the referral of safety and security issues.

Policy Statement The working arrangements described herein serve to implement the "Topical Area" of "Information Sharing" within the "MEMORANDUM OF UNDERSTANDING AMONG THE DEPARTMENT OF HOMELAND SECURITY, THE DEPARTMENT OF TRANSPORTATION, AND THE U.S. NUCLEAR REGULATORY COMMISSION CONCERNING COOPERATION ON RADIOACTIVE MATERIALS TRANSPORTATION SECURITY," issued January 17, 2015.

Reason for the Policy Working arrangements provide the detail on how to carry out the actions necessary between the parties to the MOU in order to effectively implement the topical area of "Information Sharing."

Policy Sections of the Working Arrangement The working arrangement contains three sections that facilitate implementation of specific topical area text.

Policy 001 - Secure Transport of Radioactive Material MOU, Topical Area-Information Sharing, Working Arrangements 0000.1 Points of contact for parties A list of points of contact for communicating Information Sharing reports shall be developed.

0000.2 Prompt reporting of security events The term "prompt" in this context is defined as: 1) approximately from 60 to 120 days after an event, and 2) the time frame when all facts are clearly known in regard to an event. The report should describe what happened, where, at what time, with what radioactive materials, entities involved, lessons learned, positive aspects, negative aspects, insights and other pertinent information. This report is in contrast to an information report generated under the topical are of "Sharing Information During an Emergency Response," which is a report generated soon after an event has been detected. A template for such a report should be an objective of the working group developing this working arrangement.

0000.3 Procedures for the referral of safety and security issues Procedures will be established that will describe how reports of safety/security issues will be conducted. A template for communicating such information will be developed.

Special Situations/Exceptions Other pertinent information may be conveyed, using the process described in this Information Sharing working arrangement, if doing so is concurred upon in a consensus manner by the parties to the MOU.
