Dear Mr. Giambusso:

Duke Power Company is filing herewith Amendment No. 45 to its Application for Licenses for the Oconee Nuclear Station, Unit 1 operating pursuant to Facility Operating License DPR-38, Unit 2 operating pursuant to Facility Operating License DPR-47, and Unit 3 under construction pursuant to Provisional Construction Permit CPPR-35, by submitting 73 copies of Revision No. 32 to the Final Safety Analysis Report.

Please insert the revised material in the Final Safety Analysis Report by following the attached tabulation identified as FSAR Revision No. 32.

The purpose of Amendment 45 is to revise the proposed Technical Specifi-cations for Units 1, 2, and 3 and to incorporate the following Babcock

& Wilecx Topical Reports by reference:

" Operational Parameters for B&W Rodded Plants (Non-proprietary version of BAW-10078, Revision 1)"

" Calculation of Maximum Fuel Enthalpy During Rod Ejection Accident" Also, this amendment incorporates as part of the application the attached Duke Power Company Annual Raport for the year 1973.

As required by Section 2.101 of the Commission's regulations, a copy of this Amendment 45 is being served on Mr. Reese A. Hubbard, County Supervisor of Oconee County, South Carolina, the county in which the facility is located.
