Enclosure Seismic Qualification Review ITEM 1 - POWER SUPPLY 1 Concern was raised that the power supply might not have been monitored l continuously during the test. The manufacturer of this ecuf pment has con-firmed that it is composed of solid state components and a transformer. There are no moving parts involved, such as relay contacts. Therefore, it is improbable that a malfunction could have occurred during the testing that would not have been permanent. We maintain that the methe f of monitoring was adequate. The mar.ufacturer confirmed that the words " rigidly mounted" in their test report mean-the specimen was mounted to the test fixture using the standard bolt holes provided in the power supply body, i.e., the test specimen was nunted like the field installed power supply. v-e 6 i l

I ITEM 2 - BATTERY CHARGER (a) The battery charger is mounted differently in the Service Water Building than it was for the seismic qualification test. No natural frequencies were found in the range from 1 to 33 Hz for the test mounted battery charger. Therefore, the test mounted battery charger behaved essentially as a rigid system during the seismic test. Frequency calculations have been made of the battery charger as mounted in the Service Water Building, and these calculations show the lowest natural frequency of the charger as mounted is also above 33 Hz. Therefore the battery charger behaves as a rigid system just as the test mounted battery charger behaved. The battery charger was qualified as a rigid system (dwell test 0 33 Hz). The Service Water Building mounted battery charger is shown to respond as a rigid system, there-fore it is also qualified. Additional conservatism can be found in the frequency search. The search was done in " discrete steps of 1 Hz and vibration was maintained at each step for a period of not less than thirty (30) seconds." This in itself is ~a continuous sine test. Due to the fact that the charger was a rigid system, the input and output G's were essentially the same. Plotting the output G's on the Required Response Spectrum (RRS), one finds.that even if the Service Water Building mounted battery charger has natural frequencies as low as five (5) Hz horizontal and nine (9) Hz vertical, the test input was large enough to qualify the function of the charger at these natural fre-quencies. The above discussion clearly shows that the function of the charger as mounted in the Service Water Building is seismically qualified by the test report. The only other concern is the structural adequacy of the mounting system. Calculations were made to conservatively show that the stresses are well within allowable limits. Even though the system was shown

Item 2 - Battery Charger (Continued) to act as a rigid system, thus allowing the use of the ZPA (0.llg OBE, 0.15g SSE), the maximum response accelerations were used for 3% damping OBE and 2% damping SSE. The stresses were shown to be well within the allowable l imi ts. See the attached calculations. Based on the above, the mounting method used to install the battery charger in the Service Water Building has been shown not to negate the seismic qualification test. i (b) The box attached to the charger contains a timing relay (Agastat Model No. 7032). This relay was added to modify the equalizing circuit such that automatic equalize operation would be obtained. This relay does not perform a safety-related function and its failure will not prevent the charger from performing its function. This equipment does not require seismic qualification and since its attachment to the charger could affect i the seismic qualifications of the charger, the box and timer will be removed 1 and mounted remotely to the charger.

ITEM 3 - BATTERY RACK (a) The seismic mt '. iematical analysis performed by Alabama Power Company on the Service :lat;r Structure battery racks was' dependent on the racks being both wall and floor mounted. In the analysis, the rack was anchored to the floor using four (4) 3/8" diameter bolts and also anchored to the wall using two (2) 3/8" diameter bolts. The actual equipment is only anchored to the floor using four (4) 3/8" diameter bolts. Therefore, in order to maintain validity of the analysis, a design change will be issued for field personnel to anchor the rack to the wall as specified in the analysis. (b) The battery racks in the auxiliary building are located away from the wall and are mounted by bolting to the floor. } ITEM 4 - DC DISTRIBUTION CABINET Although the test specimen was mounted with six bolts, an inspection of this cabinet revealed that it is mounted with four bolts. In response to a question by Mr. Cary Martin in your Electrical Design Department, we have the following information. Cur factory QA Department has investigated the conflict between four mounting bolts and six as reported in our seismic certifi-cation and test report. We state that a minimum of four (4) 3/8 inch bolts are required. After investigation, four bolts are suf-ficient, even though the test states that six bolts were. sed. The two additional bolts'were not load carrying ones. These were used due to the particular fixturing in the tests. Therefore, with respect to the seismic stresses, mass of the specimens, and the number of bolts required, our certification and requirements are

-ITEt4 5 - SOLEf1010 VALVE The manufacturer of the solenoid valve has provided additional informa-tion about their seismic test report. The test motion was described as basically sinusoidal. The duration of the test motion depended on the maximum G level that was obtained since the test was continued at increasing G 1evels until failure of the valve occurred. The valves were operated at the varicus G levels. The exact duration of the input motion was not recorded - but from the description of the fragility test, it can be concluded that the test duration is more than adequate. The solenoid valve was not tested below 20 Hz since the manufacturer has previously determined that no natural frequencies exist below that value. To assure that the method used to support the solenoid valves does not negate the fact that no natural frequencies exist below 20 Hz, the valves will be modified by niounting them directly to the seismic supports with suitable brackets, a

(b) Hydraulic reaction forces at the output flange of the Unit #2 Service Water Pumps were not considered in the seismic analysis of the pumps because the bellows connection on the output flange is secured with tie rods in such a way that the bellows act as a solid connection, thereby allowing the hydraulic reaction loads to be in balance. The result is that the pump will not experience any forces from hydraulic reactions at the discharge nozzles.

ITEM 7 - 4160V SWITCHGEAR The contact chatter described in Allis-Chalmers Test Reports 40012-PR-3004 and 8971-ST-937 dated January 16, 1973 has been analyzed and found acceptable. The rationale for acceptance is based on the fact that none of the chatter spikes were greater than 10 milli-seconds in duration. Both relays producing chatter are connected to shunt trip coils in circuit breakers. These shunt trip coils are highly inductive, and together with circuit resistance, pro-duce an R-L time constant of 50 milli-seconds. As a result, the short duration contact chatter spikes are effectively filtered out, and the shunt trip coils do not respond.

ITEM 8 - DIESEL GENERATOR The CFVB Voltage Balance relays in the Diesel Generator Relay Panels experienced contact chatter during the resonant frequency search of the seismic simulation test report performed by Wyle Labs. This chatter does not constitute a problem with regard to the safety-related functions per-formed by equipment within the generator panels because revision 1 of specification SS-1123-13 dated February 20, 1974 in section 10-1 exempts CFVB relays from seismic requirements. This exenption is acceptable because the CFVB relays are isolated and not used in the emergency start mode, and cannot affect the operation of the deisel generators while in this mode. ITEM 9 - RELAYS FOR DIESEL GENERATOR PANEL The normally closed contacts of the microswitch attached to the Agastat relay exhibited contact chatter during the seismic simulation test performed by Wyle Labs. The microswitch attachment was included in this test to establish its fragility level for use in other applications by the manufacturer. 4 ITEM 10 - FLOODING LEVEL SWITCHES Based on the test results performed by Ogden Technology Labs, it is concluded that the subject level switches will withstand and function as designed during and following a seismic event. The level switches are used for alarm purposes only and at worse would initiate a false alarm if there was contact chatter.
