The reason is that a hearing of the length and complexity that the emergency planning litigation promises to be requires the parties to keep extensive files at the place of hearing, as well as equipment such as computer terminals and copying ma-chines. It takes a good deal of effort to transfer the files and equipment from one hearing location to another.                                                                                         For the same sort of logistic reasons, wherever the hearing is held should be a place where all the parties can be assured of having adequate office space near the hearing room.                                                                                                   '
