Criterion V of Appendix B to 10 CFR Part 50 states:
" Activities affecting quality shall be prescribed by documented instructions, procedures, or drawings, of a type appropriate to the circumstances and shall be accom-plished in accordance with these instructions, procedures, or drawings.
Instructions, procedures, or drawings shall include appropriate quantita-tive or qualitative acceptance criteria for determining that important activities have been satisfactorily accomplished."
Paragraph 3.5.3 in Section 3 of the Nuclear Products Quality Assurance Manual states in part, "Under the Design Engineering Manager's direction, required design changes shall be made, and detail drawings and associated documents completed...."
Contrary to the above, required design changes were not made in the prepara-tion of Drawing No. 80590 (12-inch), 1500 pound, motor operated gate valve) from Drawing No. 80600 (14-inch, 1533 pound, motor operated gate valve), as evidenced by the failure on changing stud diameter to 3/4-inch from 1%-inch, to reduce the 500 to 550 foot pound required stud torque listed by Drawing No. 80600.

A APPENDIX A Nuclear Valve Division Borg Warner Corporation Docket No. 99900289/82-01 NOTICE OF NONCONFORMANCE Based on the results of an NRC inspection conducted on March 22-25, 1982, it appears that certain of your activities were not conducted in accordance with NRC requirements as indicated below:
