This acknowledges the receipt of your letter dated Juas 1,1990, by which you ii transmitted Revision 7 to the-Comanche Peak-Steam' Electric Station-Physical Security Plan, The regional security staff have reviewed Revision 7 and determined that the changes are consistent with the provisions of 10 CFR 50.54(p).

Revision 7 are administrative in nature and do not reduce the plan

effectiveness. Other portions of Revision 7 to thel plan that reference chain of command of the security organization, training and qualification responsibilities, and access control. requirements were reviewed in detail and determined not to reduce the effectivenes$ of.the plan..Accordingly, those changes are acceptable for inclusion into the. plan.

t In accordance with 10CFR 50.54. enclosed are four-(4) copies of the CPSES Physical Security Plan. Revision 7 (Copy Nos. 13. 14, 15 and 16).

Included with each plan is a " Table of Changes" which lists the changes that were incorporated into Revision 7.

These changes include the items listed-in the-referenced letters, except as noted on the attachment.

Per 10CFR 50.54(p)(2),

an evaluation determined that these changes do not decrease the effectiveness of the security program.

These enclosures contain Safeguards'Information as defined in 10CFR 73.21; therefore, the enclosures are to be removed before placing this letter in the Public Document P.oom.

Section 5.2:

The change proposed in TXX-90026 regarding-the feedwater. rooms was incorporated into Revision 7 without the same degree of specificity.

j Paragraph 6.2.4:

The_ change proposed in TXX 90026 was modified to use consistent terminology and to correct an operational concern with door 151.

Section 9.2:

The. change proposed in TXX-89691 was superceded by the change proposed in TXX 90026.
