UNITS 1 AND 2 On January 3,               1990, Wisconsin Electric Power Company (WE) implemented its Fitness-for-Duty (FFD) Program in compliance with 10-OFR Part 26, " Fitness-for Duty Programs."                                           During this first semi-annual-period, the program was audited by the WE Nuclear.

Two quarterly program review meetings were held.                                             The participants were the key personnel, involved in tne implementation of the program. .These persons reviewed-interim data,. measures of program effectivenessi audit findings, and written procedures.                     Some recommendations for procedural revisions were acted upon.

The unescorted access authorization of a-second. contractor employee was reinstated. This individual, who had been denied access on October 15, 1987 following a failed pre-access test, successfully y        completed e egimen of follow-up testing and out-patient therapy.
