Dear Mr. Fernandez:

On June 27, 1988,(53 FR 24018) the " General Requirements for Decommis the U. S. Nuclear Regulatory Commission published in the Federal Register Nuclear Facilities." Per our discussion on September 18 1990, I have enclosed a copy of the requirements for the special nuclear material (SNM) authorized in License No. SNM-1976.

You should review these requirements for applicability to the SNM you are authorized to possess and, if applicable, submit-financial assurance for decommissioning or a request to reduce the quantity of authorized, unsealed material to a quantity that does not require financial assurance.

Also enclosed is a copy of Regulatory Guide 3.66, " Standard Format and Content of Financial Asserance Mechanisms Required for Decommissioning Under 10 CFR Parts 30, 40, 70, and 72."
