Dear Mr. O'Reilly:

On July 13, 1982, Mr. Caudie Julian of your office es informed of a potential substantial safety hazard under the provisions of 10CFR21.

Mr. Julian was informed that as a part of our effort to meet the requirenents of NURm 0737 for safety and relief piping, it was determined that the design basis analysis had used an incorrect valve opening characteristic for the power operated relief valves. The valve characteristic that was used was a 2 second opening time and an equal percent stroke. 'Ihe actual valve information obtained frcm the manufacturer is 0.5 second and a quick opening characteristic.

We are continuing to perform evaluations in this area in regard to the condition's impact. We expect to be able to write a final report on this iten by August 31, 1982.
