V This letter provides Revision 7 to the Vermont Yankee Physical Security Plan which makes several changes as explained in Attachment A.

We have determined that this change does not result in a decrease of the ef fectiveness of the Plan, and therefore, it is forwarded for your information and use.

Both the Security Plan and Attachment A are considered Safeguards Information and as such, shall be withheld from public disclosure pursuant to 10CFR73.21.

Included with each copy of the change is a Change Transmittal Form.

Please insure that the forms are completed and returned to us as required by Section 13.8 of the Plan.

In addition, since we are sending a sixth copy (3E) for the first time as required by Ref erence (b), please insure tha t the custody form at tached to copy 3E is returned.
