Program Description PMD-TR-001 Fire Protection Training Revision 0 3.0 nEFINITIONS 3.1 Emergency F3re Team - A team of plant personnel assigned from the station fire brigade for fire fighting duties on a shift-by-shift basis, and at other times as directed by the Emergency Coordinator.

3.2 Fire Brigade - Waterford 3 SES personnel assigned to fire fighting in addition to other duties.

The fire brigade comprises emergency fire teams and the support fire brigade.

3.3 Fire Protection Coordinator - A member of the Waterford 3 SES staff assigned designated responsibilities for coordinating the development and implementation of the Fire Protection Plan.

3.4 Emergency Fire Team Leader - A licensed operator on each shift who is trained in fire fighting, is designated as in charge of the Emergency Fire Team, and is responsible for directing fire fighting activities at the location of the fire.

3.5 Fire Watch - A trained person assigned to patrol or continuously monitor an area or room for the purpose of detecting, reporting, and acting on fire hazards and fire occurrences.

3.6 Fire Drill Planning Guide (FPT-2) - A form used for documenting a fire drill scenario and related time-sequenced instructions.

3.7 Criticue or Fire Drill (FPT-3) - A form used for documenting the evaluation of a fire drill.

This form, provides for identification of observed problems and recommended i

solutions.

This group will support the Emergency Fire Team while on site.

3.9 Fire Drill Monitor (Observer) - A person assigned to provide cues and scenerio information to Drill participants or assigned to evaluate Fire Team performance.

4.2 Plant Manager - Nuclear The Plant Manager - Nuclear is responsible for:

4.2.1 Reviewing the results of the Fire Protection Program's annual evaluation and ass'igning responsibilities for corrective actions.

4.2.2 Establishing and implementing the program in compliance with Le&L and regulatory requirements.

Nuclear 4.3 Training Director The Training Director - Nuclear is responsible for preparing the annual evaluation of this program, using inputs from the Training Manager - Nuclear and the Training Supervisor -

Nuclear, and making recommendations for corrective action, as appropriate.

Nuclear 4.4 Training Manager ThekrainingManager-Nuclearisresponsiblefor developing, implementing, and updating a program or fire protection' training and drills as required by this program for Waterford 3 SES personnel.

This includes:

4.5 Training Supervisor - Nuclear The Training Supervisor - Nuclear is responsible for developing, implementing, and updating a program or fire protection training as required by this program for off-site personnel.

This includes:

4.5.1 Determining and scheduling required training.

4.5.2 Developing and updating necessary training materials and' sources.

4.5.3 Forwarding all training and drill records to the Training Manager - Nuclear.

4.6.2 Ensuring the technical adequacy of fire protection training materials and drill scenarios.

4.6.3 Assisting the Nuclear Training Group in planning for, conducting, monitoring, and critiquing fire drills.

training, and maintaining liaison with the off-site fire department.

4.7 Instructor The Instructor is responsible for:

4.7.5 Forwarding required records to the designated records retention center.

4.8 Fire Drill Monitor The Fire Drill Monitor is responsible for:

4.8.1 Providing cues and information to the Emergency Fire Team as prescribed by the applicable Fire Drill Plan-ning Guide.

4.8.2 Evaluating conduct of the fire drill against the established drill objectives and documenting the evaluation on the Critique of Fire Drill form, (FPT-3).

Program Description PMD-TR-001 Fire Protection Training Revision 0 5.U PROGRAM DESCRIPTIO1 5.1 Identification or Reauirements Requirements to be met by the Fire Protection Training Program are established by program description PMD-PE-010,

" Fire Protection."

These requirements stipulate the following courses:

5.1.1 General Orientation in Fire Protection Course (This course is given in the General Employee Training Program.)

5.1.2 Emergency Fire. Team Leader Course 5.1.3 Fire Fighting Course 5.1.4 Handling of Flammable or Toxic Liquids, Gases, and Chemicals Course 5.1.0 Fire Prevention and Fire Emergency Course 5.1.6 Duties of Fire Watch Course 5.1.7 Indoctrination of Off-site Fire Companies Course 5.1.6 Fire Drills 5.2 selection or Trainees PerAo'nnel selected to attend fire protection training courses are those assigned specific responsibilities for the Fire Protection Program.

The personnel are identified by nature of assignment in Attachment 8.2.

I Program Description PMD-TR-001 Fire Protection Training Revision 0 5.3 Resources 5.3.1 Training site Insofar as practicable, each training course is conducted on-site.

Where facilities, availability of instructors, or other conditions do not permit on-site training, an off-site source is used.

The suitability of the off-site source is contingent on meeting the objectives of the training course.

5.3.2 Training Materials As a minimum, lesson plans and visual aids are developed and used for each training course.

Visual aids may be transparencies, slides, video-tape, product samples,. handouts, or other devices that enhance' student learning and retention.

Where off-site training sources are used, the training outline of the off-site organization is reviewed to verify equivalency of training.

5.3.3 Instructor Qualification for Fire Brigade Training and/or Fire' Brigade Leader Training Instructors are selected based on training and experience.

In addition, specific qualification requirements must be met by the instructor of the Emergency Fire Team Leader Course and the Fire Fighting Course.

The instructor for these two courses must meet one of the following criteria as a minimum:

5.3.3.1 Prior experience as an instructor or fire fighters.

5.3.4 Fire Drill Preplanning Form Each fire drill is preplanned by completing a Fire Drill Planning Guide, FPT-2.

This establishes the scope of the drill, objectives, time-sequenced instructions for initiating and conducting the drill, and fire drill monitors.

r Program Description PMD-TR-001 Fire Protection Training Revision 0 5.5 Frecuency of Training and Drills Sufficient sessions for each required training course and sufficient fire drills are conducted to satisfy the requirements listed in Attachment 8.2.

5.6 Evaluation of Trainees 5.6.1 With two exceptions, written examinations are administered at the conclusion of each fire protec-tion training course.

The two exceptions are the Fire Prevention and Fire Emergency course and the Indoctrination of Off-Site Fire Companies course.

Trainees attending all other fire protection courses must score at least 70% on a written examination in order to be credited with successful completion of the course.

5.6.2 Emergency Fire Teams are also evaluated by the fire

Program Description PMD-TR-001 Fire Protection Training Revision 0 7.0 PROGRAM EVALUATION 7.1 Routine Feedback Feedback mechanisms have been established to provide management with information on how effective the Fire Protection Training Program is in meeting its objectives.

These feedback mechanisms are:

7.1.1 Examination scores 7.1.2 Trainee comments on training sessions 7.1.3 Critiques of fire drills 7.1.4 Quality Assurance surveillance reports (See Section 7.3) 7.1.5 Quality Assurance audit reports (See Section 7.3) 7.2 Annuni Pro gr am Evaluation The Training Director - Nuclear evaluates this program an-nually in accordance with the Station Training program.

This evaluation is documented and distributed, as a minimum, to the Vice President, Nuclear Operations; the Plant Manager

- Nuclear; the Fire Protection Coordinator; each Assistant Plant Manager - Nuclear; the Operations Superintendent -

l Nuclear; the Training Manager - Nuclear; the Training Supervisor - Nuclear; and the Maintenance Superintendent -

Nuclear; and the Administrative Services Manager.

The evaluation addresses the following as a minimum:

7.2.1 Degree of compliance with fire protection training and drills.

7.2.b Any other observation of problems or difficulties in meeting program objectives.

7.2.6 Recommendations for corrective actions.

7.3 Indeoendent Surveillance and Audit The Fire Protection -Program requires Quality Assurance surveillance of fire protection training and drills.

Documentation and Quality Assurance audits of the fire protection program include training and drills.

In addi-tion, Technical Specifications require a triennial audit and critique of nine fire drills by a qualified outside fire consultant.

Results of these activities are documented by a report identifying the need for corrective action, if any.
