Gentlemen:

This letter transmits a revision to the application for amendment to Facility Operating License No. NPF-42 for Wolf Creek Generating Station (WCGS) dated November 22, 1995.

The Reference proposed modifications to the WCGS Technical Specifications to revise Technical Specification 3.9.4,

" Containment Building Penetrations," and its associated Bases section, to allow the containment personnel airlock doors to be open during core alterations and movement of irradiated fuel in containment.

This revision to the Reference is being submitted due to discussions held on January 26, 1996, with Mr.

J.

C.

Stone, NRC Project Manager.

Based upon these discussions, additional information will be added to the bases section for Technical Specification 3.9.4, to describe the purpose of administrative controls associated with the open status of containment during core alterations and fuel handling.

Attached ie the revised page from the Bases section for Technical Specification 3.9.4.

This revision does not affect the discussions or conclusions of the original Safety Evaluation, No Significant Hazards Consideration Determination, nor the Environmental Impact Determination provided by the Reference.
