FIRE BARRIERS BREACHED MORE THAN 7 DAYS

Dear Mr. Martin:

Fire barrier penetration seals for penetration numbers 2041 and 2044 were not restored to operable status within t'1e 7 days specified in the Rancho Seco Technical Specifications.

The Sacramento Municipal Utility District hereby submits Special Report No. 88-12 ir. accordance with Rancho Seco Technical Specification 3.14.6.2.

SPECIAL REPORT NUMBER 88-12 Fire Barriers Breached More Than 7 Days Q31g_of Occurrence August 1, 1988 Plant Conditioris Prior to Occurrence On July 29, 1988, Control Room personnel escalated power level from 65% to 80%.

The plant was at approximately 80% power on August 1,1988.

Identification of Occurrence The following fire barrier penetration seals were not returned to operable status within 7 days as required in Technical Specification 3.14.6.2:

LocatiQD Between Fire Area and Fire Area 2041 27 28 2044 27 28 Descriotion of Occurrence On July 25, 1988, plant personnel were performing maintenance on a fire barrier penetration in the Auxiliary Building. While performing this task, they noticed that penetrations 2041 and 2044 were breached.

Plant drawings indicate tubing running through each penetration. The tubing was not in place and the penetrations had not been sealed.
