SUBJECT:

MINUTES OF CRGR MEETING NUM8ER 145 Tne Committee to Review Generic Requirements (CRGR) met on Wednesday, August 24,1988 from 1-5 p.m.

A list of attendees for this meeting is attached (Enclosure 1).

The following items were addressed at the meeting:

1.

J. Zwolinski (NRR) and G. West (NRR) presented for CRGR review a proposed Policy Statement on the Professional Conduct of Licensed and Unlicensed Nuclear Power Plant Operators.

The Committee recommended that the Policy Statement not be sent forward at this time.

This matter is discussed in.

2.

A. Thadani (NRR) and W. Lyon (NRR) presented for CRGR review a proposed Generic letter, "Loss of Decay Heat Removal," requesting that licensees implement certain short-term actions and longer-term program enhancements to reduce the risk from loss of decay heat removal during nonpower operations.

The Committee recommended in favor of issuing the proposed letter, subject to several clarifications and modifications to be coordi-nated with the CRGR staff.

This matter is discussed in Enclosure 3.

E. Rossi (NRR) and P. Gill (NRR) presented for CRGR review a proposed NRC Bulletin, "Nonconforming Electrical Equipment, Components, and Devices," requesting that licensees and applicants take actions to assure that installed molded case circuit breakers and motor controllers installed as replacements comply with plant design requirements or original manufacturers' specifications.

The Committee recommended in favor of issuing the proposed bulletin, subject to minor clarifications and modifications to be coordinated with the CRGR staff.

This matter is discussed in Enclosure 4.

In accordance with the E00's July 18, 1983 directive concerning "Feedback and Closure of CRGR reviews," a written response is required from the cognizant office to report agreement or disagreement with the CRGR recommendations in these minutes.

The response, which is required within five working days af ter receipt of these minutes, i: to be forwarded to the CRGR Chairman and if there is disagreement with CRGR recommendations, to the EDO for decisionmaking.
