Neither our letter or your engineering assessment, submitted by {{letter dated|date=December 31, 1996|text=letter dated December 31, 1996}}, addressed the issue of thin walled cylinders. B3cause there is no prohibition on using thin walled cylinders in the C-360 parent-daughter transfer system, these cylinders must be considered in any assessment. The allowable working pressure for thin walled cylinders is only 100 psig compared to the 200 psig for thick walled cylinders. The technical justification contained in the engineering assessment is inadequate to support your argument that pressure relief protection is not necessary for the parent-daughter transfer operation, particularly with respect to the thin walled cylinders. The purpose of this letter is to clarify and supplement our October 10,1997, letter to you on the above subject.

Neither our letter or your engineering assessment, submitted by letter dated December 31, 1996, addressed the issue of thin walled cylinders. B3cause there is no prohibition on using thin walled cylinders in the C-360 parent-daughter transfer system, these cylinders must be considered in any assessment. The allowable working pressure for thin walled cylinders is only 100 psig compared to the 200 psig for thick walled cylinders.
