In the transmittal' letter accompanying CCANP's Proposed Findings of Fact and Conclusions of Law in the Form of a Partial Initial Decision, I stated that I believed that there would be no prejudice to the NRC Staff from the overnight delay in the delivery of our proposed findings because NRC Staff-counsel was too busy working on his own findings to have had time to look at ours.
