SAFETY EVALUATION OF THE "BWRVIP VESSEL AND INTERNALS PROJECT, "BWR VESSEL AND INTERNALS PROJECT, BWR LOWER PLENUM INSPECTION AND FLAW EVALUATION GUIDELINES (BWRVIP-47)," EPRI REPORT TR-108727 (TAC NO. MA1102)

Dear Mr. Terry:

i The NRC staff has completed its review of the Electric Power Research Institute (EPRI) proprietary report TR-108727 "BWR Vessel and internals Project, BWR Lower Plenum inspection and Flaw Evaluation Guideline (BWRVIP-47)." This report was submitted by letter dated December 30,1997, and was supplemented by letter dated March 3,1999. It provides generic guidelines intended to present the appropriate inspection recommendations to ensure safety function integrity of the subject safety-related RPV internal components. It also provides design information on the core plate, geometries, weld locations, and potential failure locations for the several categories of boiling water reactors (BWR/2 through BWR/6).

The staff has reviewed the BWRVIP-47 report and finds, in the enclosed safety evaluation (SE) that the guidance of the BWRVIP-47 report is acceptable for inspection and flaw evaluation of the subject safety-related RPV internal components, except where the staff's conclusions differ from the BWRVIP's, as discussed in the enclosed SE. The staff has concluded that licensee implementation of the guidelines in the BWRVIP-47 report will provide an acceptable level of quality for inspection and flaw evaluation, with modifications to address the staff's conclusions In the enclosed SE, of the safety-related components addressed.

The staff request u" the BWRVIP review and resolve the issues raised in the enclosed SE, and incorporate t' + '.a,f's conclusions into revised BWRVIP-47 report. Please inform the staff within 90 days of '.a date of this letter of your proposed actions and schedule for revisions.
