Seabrook HVAC Charcoal Filters Fire Protection

Dear Sir:

During recent discussions with the Staf f, we agreed to revise the l

Fire Hazards Analyses with regards to Seabrook Station's charcoal filters.

During these discussions, it was agreed that the following analyses methodology would be used.

We also believe that this is responsive to the Staff's concerns in Reference (b).

Individual charcoal fire models will be developed for charcoal filters EAH-F-9,69, FAH-F-41,74, CAH-F-8, PAH-F-16, and CAP-F-40.

These models will consider ignition of a specified area of a charcoal cell and the burning cells af fect on adjacent cells. Propagation of the fire and heat transfer will be evaluated to determine the charcoal filters affects on structures and safe shutdown equipment.

Burning affects will be looked at under forced ventilation (limited in time to shutdown of fans) and under natural circulation until the charcoal filter box can be cooled by hose streams provided by the fire brigade.

Page 2 We will provide the results of this analysis by October 10, 1986.

In addition, we will also supply the markup of Seabrook's Fire Protec-tion ProgramL Evaluation and Comparison to BTP APCSB 9.5-1, Appendix A and Fire Protection of Safe Shutdown Capability (10CFR50, Appendix R)-

Reports.

These reports will be formally updated in November,1986.

Along with our submittal in October will be a schedule of any plant modifications needed to support our analysis.

If the revisions to the fire detection system associated with these filters are not installed prior to issuance of the low power license, we will commit to a surveillance of the filters. The surveillance will be the same as in Technical Requirement 12, transmitted in Reference (c), for inoperable detection system.

In any case, all modifications will be scheduled for completion prior to exceeding five percent power.
