Dear Dr. Wehring:

On December 7-11,1998, the United States Nuclear Regulatory Commission (NRC)

conducted an announced inspection of the University of Texas Mark-ll Reactor. The

enclosed report presents the results of that inspection.

Various aspects of your reactor operations, maintenance, engineering programs and

security were inspected, including selective examinations of procedures and representative

records, interviews with personnel, and observation of the facility. Additionally, your -

actions in response to an instrumented fuel element leak were evaluated. No

noncompliances or significant issues were identified. No response to this letter is

required,

in accordance with 10 CFR 2.790 cf the NRC's " Rules of Practice," a copy of this letter

and its enclosure will be placed in the NRC Public Document Room.
