This letter refers to a discussion between Mr. F. Arsenault, Senior Security Specialist of your Nuclear Security Staff at the D. C. Cook Plant and Mr. T. J. Madeda of my Safeguards Staff on December 24, 1986, regarding the status of the D. C. Cook Security Performance Improvement Program (PIP).
This letter refers to a discussion between Mr. F. Arsenault, Senior Security Specialist of your Nuclear Security Staff at the D. C. Cook Plant and Mr. T. J. Madeda of my Safeguards Staff on December 24, 1986, regarding the status of the D. C. Cook Security Performance Improvement Program (PIP).
On April 21, 1986, in response to our previous requests, you submitted a program (PIP) to augment specific corrective actions identified in our SALP 5 Board Report, violations and other findings identified in NRC Inspection Reports (50-315/86012 and 50-316/86012), and a Management Meeting held -in Region III on February 20, 1986. The PIP provided a broad approach to improving the long-term effectiveness of the security program at the D. C. Cook site. The major elements of the plan were intended to be completed by December 31, 1986.

However, recent inspection efforts (50-315/86032; 50-316/86032 and 50-315/86039;50-316/86039) continue to identify weaknesses in the performance of your site security program, specifically in the area of access controls.
