SUBJECT:

MEETING WITH GENERAL ELECTRIC COMPANY ON AUGUS1 20, 1997 (TAC NO. L31010)

On August 20. 1997. NRC staff met with re)resentatives from the General Electric Company (GE) in Wilmington Nortl Carolina, to discuss decommiss-ioning of the central calcium fluoride storage basins. The attendance list is

In the 1970's GE accumulated approximately 522.000 cubic feet of calcium fluoride contaminated with uranium in three shallow trenches near their site process lagoon system.

On September 13. 1996, pursuant to 10 CFR 70.38. GE notified the NRC that the area had been inactive for greater than 24 months.

GE is currently removing the calcium fluoride from this area to an above ground warehouse for storage, until an economic way to recover the uranium can be determined.

However, by letters dated September 13. and October 24, 1996.

GE requested postponement of final decommissioning of the area until the time of total plant decommissioning due to the area being near the final process lagoons.

This request was denied by the NRC in a letter dated January 23.

I 1997. because GE had not adequately justifled the delay in accordance with 10 CFR 70.38(f).

At the meeting on August 20. 1997. GE representatives used site ma)s to demonstrate the proximity of the calcium fluoride central storage 3asins to

treatment area which is identified in License SNM-1097 and in the plant's operating procedures as a discrete area.

It is bounded by a fence, has restricted access, cnd is controlled as a single entity.

It is also monitored as part of GE's environmental monitoring program. Also during the meeting. GE discussed possible uses of the land after removal of the calcium fluoride, such as for the location of waste treatment tanks.

The NRC staff agreed with GE that it was inappropriate to identify the calcium fluoride central storage area under 10 CFR 70.38(d)(4) because it is not a separate outdoor area and is instead part of the waste treatment area at the site.

GE indicated that it will submit a letter to the NRC withdrawing the notification letter of September 13. 1996.
