Dear Senator Snowe:

I am responding to your August 6,1999 letter regarding the July 7,1999 message to you from your constituent, Ms. Nancy Allen, of Surry, Maine, concerning a transportation incident involving a shipment from the Maine Yankee (MY) nuclear power plant. The U.S. Nuclear Regulatory Commission is responsible for regulatory oversight of the decommissioning process underway at the MY site, including radioactive materials shipments from the site.

i in response to the incident, NRC staff reviewed MY's immediate response to the event, the response actions of representatives from the Commonwealth of Massachusetts, and the corrective actions developed by MY and its transportation contractor. Measurements by both MY personnel and the Massachusetts Department of Public Health determined that no radioactive contamination was released from the container as a result of the incident.

Because this incident involved the shipping of an oversized container, the corrective actions taken by MY and its transportation contractor were directed not only to regular container shipments, but also to the shipping of non-routine containers. The corrective actions taken include modifying procedures, and changing operating practices, to verify the dimensions of i

containers and to confirm that the route to be taken can accommodate the size of the vehicle.

The transportation contractor has incorporated the changes it has made into its driver training l

program. Although we found that these corrective actions appropriaWf addressed the issue, the NRC will continue to monitor shipping activities at MY to assess.,Ufectivross of those actions.
