This is in regard to your request for approval of a rail route to be used for 1

transport of spent reactor fuel as contained in your letter of March 2,1987.

The proposed route requested in your letter of March 2,1987 is judged to neet the regulatory requirenents in accordance with 10 CFR 73.37 and is approved for shipnents of spent fuel by rail fron Brownville, Nebraska to Morris, Illinois.

In the event your carrier is required to deviate from the approved route, please call the contact listed on page two of this letter as soon as possible providinq the details.

Arrangenents with law enforcement aqencies alonq the route have been completed by the CIC st4ff.

Data relatinq to these arranaenents and a copy of the approved route are enclosed.

This infornation is to be incorporated into your shipnent plans and provided to your carrier along with instructions regarding its use, l

Please note that assurinq rail safety is the responsibility of the licensee and carrier and our approval is not intended to provide relief in this regard.

Durinq seasonal periods when inclenant weather with accompanying hazardous road conditions can occur with short notice, the appropriate state police should be contacted with regard to road conditions before a shipment cownces.

Please note that the notification requirenents of 10 CFR 73.37(f) and 73.72 for each shionent still apply.

When making a notification to a qovernor or his desionne, it should be very specific especially with reqard to notification of serios shipnents.

Written notification nust designate exactly how many in.fividual shipnents are to be included.
