Dear Mr. MacFarland:

On February 5,1998, the NRC completed initial operator licensing examinations at your Clinton

Power Station (CPS). The license applicants' performance evaluations were finalized on

. March 4,1998.' The enclosed report presents the results of the examination.

Operating and written examinations were administered to nine license applicants. Two

applicants were administered Reactor Operator (RO) examinations and seven applicants were

administered Senior Reactor Operator (SRO) examinations. Two SRO applicants failed

iportions of their examination and were denied operator licenses. .Two SRO applicants passed

all sections of their examinations and were issued Senior Reactor Operator licenses to operate

your. CPS.' Five applicants passed all sections of their RO or SRO examinations but were not '

. Issued operator licenses as they have not completed all requirements necessary to be issued a

? license.' These applicants will be issued licenses when you certify, in writing, to the Nuclear

.,

Regulatory Commission that all CPS training program requirements and 10.CFR 55 required

/ reactivity manipulations'are completed.1 Your certification should also state that the applicants'

g This examination was your first opportunity to prepare an operator license examination under

,

the NRC's initial license examination process. This process allowed your training department

I

personnel to prepare and administer the written examination and prepare the operating

i examination. NRC examiners administered the operating examination. Four occurrences of

poor examination material control (examination security) were identified during the examination

,

preparation and administrationJ One occurrence resulted .in a non-cited violation for failure to -

ensure adequate examination security. The remaining three examples did not represent a -

potential to compromise the examination and therefore are not considered violations. ' The

. examination was technically correct and examined at the proper complexity and depth for the

' license applicants. On-site NRC validation of the examination indicated a weakness in

examination validation in the area of Job Performance Measures.-

' Administration of the examination revealed two operator performance issues needing additional

attention by the CPS Training Department. License applicants failed to correctly use the motor

.

operated valve test preparation switches provided for Emergency Core Cooling System

containment isolation valves. Of greater significance, some applicants failed to correctly

- execute steps of the Clinton Power Station Emergency Operating Procedures, such as initiating

Suppression Pool Cooling when required and using alternate injection sources to maintain

reactor pressure vessel water level when preferred injection sources were available.

Compliance with these procedures is necessary to ensure the health and safety of the general

public. Your actions to ensure correct EOP implementation will be monitored as part of our MC

. 0350 oversight panel activities.

Operator performance for one operating crew was observed in the control room by the

j

examiners. During the observed period operators were found to be monitoring their control

panels on a regular basis and executing their responsibilities in a business like manner.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this letter and the

enclosures to this letter will be placed in the NRC Public Document Room.
