Inspection No. 50-354/87-22

This refers to the routine resident safety inspection by Mr. R. Borchardt and

others conducted from August 18, 1987 to September 28, 1987 at the Hope Creek

Nuclear Generating Station, Hancocks Bridge, New Jersey.

The inspection

i

consisted of observation of activities, document reviews and interviews. The

findings were discussed with Mr. S. LaBruna of your staff.

Based on the results of this inspection, it appears that one of your activities

I

was not conducted in full compliance with NRC requirements, as set forth in the

Notice of Violation, encloud herewith as Appendix A.

This violation has been

categorized by severity level in accordance with the " General Statement of

Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C

(Enforcement Policy 1986).

You are required to respond to this letter and in

preparing your response, you should follow the instructions in Appendix A.

This letter also acknowledges receipt of your response dated September 3,1987,

to the violation sited in Inspection Report 50-354/87-16.

Your response and

the corrective actions taken were reviewed during this report period and found

to be acceptable.

Appendix A, Notice of Violation, and Paragraph 3.3 of the inspection report

contains details of your security program that have been determined to be

exempt from public disclosure in accordance with 10 CFR 73.21 (Safeguards

Information). Therefore, the Notice of Violation will not be placed in the NRC

Public Document Room and will receive limited distribution.

The inspection

report cover sheet and the remaining sections of the inspection report will be

placed in the Public Document Room, in accordance with 10 CFR 2.790(a).

The responses directed by this letter and the accompanying Notice are not

subject to the clearance procedures of the Office of Management and Budget as

required by the Paperwork Reduction Act of 1980, PL 96-511.
