CONFIDENTIAL

. Not for release.-

3 August 14,1986 United. States Nuclear Regulatory Commission Region II/IAC P.O. Box 845 Atlanta, Georgia 30301 Dear Mr. Nashi 1

This letter is to reasonably address the serious nuclear safety concerns with the. operation and construction of nuclear power plants by Carolina Power & Li It is also in response;to your certified letter of 8/7/ght.86 which is attached.

Please note, that it doesn't.take me four or five months to respond to a matter of such great ~importance as the? public safety.

Unfortunately, many of the individuals to be affected by a nuclear-disaster at one of the Carolina Power & Light nuclear plants do not have the first hand knowledge. of how poorly some nuclear plants'are built and operated:'as I do.

Therefore, mr. Nash I am making this response..

Certainly you do remember that it has been once.again a. period of several months since the USNRC has last contacted me.

Is the safety-j and well being of the 'American public high on your list?

First, the so-called investigation by the USNRC into my concerns has fallen short.

However, this is typical of so many USNRC investigations.

One witness who the USNRC has contacted who has i

first hand knowledge of very serious' radiation overexposure and a subsequent cover up by Carolina Power.&' Lights will not discuss that particular problem with the USNRC from Atlanta.

He believes the U33RC Atlanta office is corrupt.

So even though this gentleman did discuss radiological negligence at a Carolina Power-& Light nuclear plants he doesn't believe that his concerns on a much more important matter will be treated properly.

'I firmly believe. he should speak with other government agencies and officials who have l

the intent to properly represent and adminster justice.

If he doesn't, i

then I will take hi:: case to those parties.

Secondly, I still can not certify on a NRC Form 4 (occupational' radiati

posure history) tha ridiculously low radiation dose of em(whole body) and em(skin) which Carolina Power a Light igned to me are corr I find it nauseatin or lend any credence to nuclear power companies lies. g to confirm Other nuclear pouer companies accurately report radiation exposures.

So why doesn't Carolina Power a Light.

Does Carolina Power & Light run the U5330 Region II office in Atlanta?

Just who regulates who?

Znclosed is another affidavit discussing the overexposure of myself and another technician at the Carolina Power & Light 3runswick nuclear i

plant in Southport, N.C.

Please note, that I gave all of the in'ornation in that affidavit to the USNRC office of investigation in Atlanta in September of 1985.

It is clear that my expsure records are false.

How many other records are like this? '

(Attached is the July 29,1986 affidavit concerning Contention. *JB4) information in this record was deleted

In addition,,in your certified letter of.8/7/86: there is an 1

error in the statement of my concerns and some of those concerns.

are strictiv confidential.

Specifically,'

2860013006 refers to a' fuel red rupture.and release,'

286D18009 refers to the. Delavrare customs :taterials

-and Conpany,6001003 28 refers' to the radiation overexposure (about-100 Ren) t;hich ' possibly up' to eight people experienced.-

All of this -is'strictiv confidential as.nts discussed and aeoed uoon-etith the U3?aC re7resentatives. (Iir.' Nash and I.ir. Robinson)

?ron past e::nerisnee viith the USMRC it vtas found. that Judgele11sy, a USURC Atomic Safety and Licensing Board Chair =an had no integrity; vihen he' released a confidential letter containing much of: the: inforrat-tion v!hich I had given to the Atlanta US iRC office of investigation-and that same letter vias plainly marked. confidential. - Judge Kelley, trasted little time in sending Carolina Pmter & Light a copy of that:

letter.

So does the USNRC think :that:it will rolease information: of -

this nature once again?

In 7 articular, the release of information concerning 2860018009 viill help get the Delattare Customs -I.laterials Company blacklisted in the nuclear industry.

Specifically, that c'ompany did imt level radioactive vtaste solidification viork at the Carolina Pover ~& Light '

3runscrie:: plant. Mr. Hayes of that compan fication involved radioactive -material in y1 told'me_ that the' solidi-the -storm setters.

Mr. Hayes -

also stated that he didn't believe the doses v:hich his employees-viers given by Carolina Potter & Light and that.he sent Roger Grunland, the

? pennsylvania State University health physicist, :to ohe 3runsviick plant.

site to look into matters.. I:r. Hayes stated: e::plicity that he did-not trust Lacey Tripp, a health physics foreman,.at the Bruns: tic!; plant. U Even though you do state in 2860013009 that the names ' of I.ir.. Hayes and Mr. Grunland be kept confidential I certainly hope that the USNRC does not indicate in any other manner the source of this in-formation.

No published information should contain any reference to these men or their company.

No published etion repo a

should go into any detail on the fuel rod dro over expos y off catters.

By giving this information to the ut lity may resul in.

jeopardizing the safety of the man giving this information..

In addition, I as still being verbally blacklisted ud retaliated against for nuclear vihistle blevring.

A recent turn down by VEPCO.

and current ' job applications ' indicate that.. After I' presented embar-rassing nuclear safety problems involving Carolina Power & Light;to Harold Denton (USNRC Director of Licensing).in public at s press con-ference at the Raleigh,U.C. Civic LCenter on July 2,1986: I vias fired j

from 'my position at the Charleston -Maval Shipyard for no. damn reason'.

)

Is the new Chairman of the U3NRC a former Navy admiral?. Harold Denton is an alumni of the North Carolina' State University and that' university is not allowing me to finish graduate studies in nuclear engi.neering theres more blacklisting..

1 Coes the USNRC give a damn over me being blacklisted? Will I hear anything about this matter in the next few years?

I state that there is additional documentation and evidence I haven't been contacted for the additional information.

j Unfortunately, the' additional embarrassing information pertaining

.f to the nuclear industry will get released 'if the USNRC doesn't -

get off its bottom end and do something.

I will not further anyone's cover up.

I certainly will not help the USNRC cover up' what it should have regulated in the first place.

Bere should be more investigations of the USilRC not investigating cornercial nuclear power corruption. '

available to run nuclear power plants. There are many honest people It would be-nice to see the nuclear criminals in the business get jail sentences just like the chemical criminals *.7ho do illegal chemical dumping.

Thy doesn' t-the USNRC do its job?
