CONDENSATE POLISHER AND FIRE AND OIL S' UMP RADIATION MONITORS TECHNICAL SPECIFICATION CHANGE i -1 REQUEST 1: i Provide' drawings-showing how the monitors are located in the effluent release path and describe the actuation logic of the monitors and how the . monitors isolate.the valves.

RESPONSE:-

A. Condensate Polisher (CP) high and low conductivity sumps radiation monitor, OPR41J: The drawings presented here for discussion are divided into three sections; .I. CP System and Isolations ( II. Radiation Monitor and Sump Discharge Piping i III. Electrical Logic A simplified block diagram is also provided to help describe the basic flowpaths and interactions. I. CP System and Isolations Drawings: M39 Sh.4 t Sh.5 Sh.6 Sh.7-Section I shows the sources of water to the High and Low Conductivity Sumps and the CP system isolation valves that are automatically shut in response to a high radiation signal. To ensure that sump discharge has been terminated on a high radiation alarm, the *mpropriate response procedures will contain steps to verit; that the sump pumps are off, and to I close the pump discharge isolation valve. In addition. steps will be included to assure that required CP System inputs into the sump are isolated. Drawing M39 Sh.5 shows the majority of the valves controlled by the radiation monitor, OPR41J, through the modicon system. Drawing M39 Sh.6 shows the acid and caustic system j valves controlled by the modj:on system. Drawing M39 sh.4 shows CP sluice water pump valves controlled through the modicon system. The lines isolated by these valves discharge into the sumps as shown on M39 Sh.Y. 1 ) (1303M/0155M) )

M553 Sh.25-Section II shows the flow path from the CP High'and Low conductivity sumps through discharge pipe OCP19A4 to the junction point with the Makeup Demineralized High conductivity Waste sump pipe OTF32B6 which continues to the circulating water system.

Drawing S-1750 (fotndation plan) locates the CP Sumps and radiation monitor in the CP room, with the markup lines showing both the radiation monitor sample line tap in point and return line. The monitor discharge. returns to the Low conductivity Sump via the trench that parallels the regeneration tanks. Also shown'is a filter system installed to ensure that NPDES limits for solids in liquid discharge are met. P & ID M39 Sh.7 shows the High and Low Conductivity Sump discharge piping up to line OCP19A4. Drawings M553 Sh.24 and Sh.25 continue with line OCP19A4, including detail of the horizontal and overhead views of the piping where the radiation monitor inlet taps in. Detail of the monitor skid is provided in M78 Sh.7. Drawings M525 Sh.1 and M48 Sh.30 show the connecting of lines OCP19A4 and 0TF32A4 over the Makeup Domineralizer High Conductivity Waste Sump, with the continuation of flow now in OTP32B6 to outside the Turbine Building and on to the circulating water system. III. Electrical Logic Drawings: 6E-0-4030PR07 6/20E-0-4030CP01 6/20E-0-4030CPO4 6/20E-0-4030CP39-When the activity level of the discharge sample exceeds the predetermined setpoint, the logic for the interlock alarm is completed. The K3 relay in the microprocessor (RM-80) is deenergized which deenergizes the interlock relay K1 in the RM-80 junction box. The interlock relay contact closes and activates the alarm for the monitor. The contact also shuts a contact in OCP0lJ (6/20E-0-4030CP01) which completes the circuit to energize CR RADX. This relay then deenergizes (opens) the contacts in the modicon control circuit (6/20E-0-4030CP04) which interrupts power to the valves controlled by the modicon program causing them to fait shut and causing the High and Low Conductivity sump pumps (OCP04P OCP05P - 6/20E-0-4030CP39) to stop. This action isolates the sumps from further input and stops the release. This condition is maintained until the high radiation condition is cleared and the manual pushbutton (6/20E-0-4030CP01) is used to reset the circuitry. (1303M/0155M)

Turbine Building equipment and floor drain water is collected 1 in the respective drain tank (Floor Drain Tanks - M48 Sh.16, -] Equipment Drain Tanks-M48 Sh.22), then routed (M48 Sh.1) to 4 the Fire and Oil Sump (M48 Sh.16) via the Coalescer (M4B Sh.37). Except for emergency (e.g., fire) conditions, water is pumped j from the Fire & 011 Sump only-by the 100 GPM pump, 00D03PD j (M48 Sh.16). Radiation Monitor ORE-PR005 Sample Inlet is located physically near the inlet for 00D03PD, and obtains a representative sample of water to be discharged by the pump. The water is sent to the Wastewater Treatment (TR) system i (M85 Sh.2), where it is treated as required, and released to [ the circulating water system (M85 Sh.3). II. Electrical Logic j Drawings: 6E-0-4030PR10-6E-0-40300D01' { 6E-0-40300D02 6E-0-40300D04 When the activity level of the sample exceeds the predetermined setpoint, the logic for the interlock alarm is ) completed. Relay K3 for Byron and K2 for Braidwood in the i microprocessor (RM80) is deenergized which deenergizes the interlock relay K1 in the RM-80 junction box. The interlock relay (K-1) contact opens and causes the alarm for the i monitor. The contact also deenergizes relay AR380AR, located in OPLO2J, which stops the Turbine Building Fire and Oil Sump q pumps 00D03PA through 00D03PD by opening their contacts. ~. l REQUEST 2: What is the radwaste volume for the Condensate Polishers, specifically the volume of the resin? ' RESPONSE: Without the ability to regenerate the Condensate Polisher resin beds, the best estimate of the amount of radwaste requirad to be buried on an annual basis is 12 beds / unit. These resin beds would be dewatered and placed in liners for burial. Burial of the liners is estimated to cost 1.7 million dollars. The burial space required would be approximately 8496 cu. ft., which accounts for over 50% of the annual burial allotment for each Station. With the capability to regenerate the condensate polisher resin, the estimated number of beds required to be buried would decrease to 5 beds / year assuming an annual change-out of beds. Several variables influence the number of beds used annually These i variables include: Reactor trips and power transients. Speed at which Secondary Chemistry must be restored after a transient Condenser Circulating Water leakage rate. REQUEST 3: Provide any required revisions to the ODCM to address the new monitors setpoints and any change to the equation for dose calculation. i

RESPONSE

Process monitor setpoints are addressed in the FSAR, not the ODCM. j Revisions to the FSAR have been drafted to incorporate the monitors, and will be included in an amendment to the PSAR following issuance of the l Technical Specification amendment. As described in the PSAR, the monitor setpoints are initially established at $. 2 X background, and adjusted appropriately with operating experience. However, other changes are being drafted to the ODCM. These changes will provide a description of l the new radiation monitors for the condensate Polisher Sump and Fire and l Oil Sump, and revise figure 8.2-1 for Byron and figure 8.2-2 for i Braidwood to indicate the new liquid flowpaths. l I _4_ (1303M/0155M)

contributions from radioactivity. identified in liquid effluents released to unrestricted areas is based upon-10CFR50 Appendix I design objectives (see Section 2.2, " Radioactivity in Liquid Releases," of the ODCM). This

-equation (equation 2.22) takes into consideration several pre-determined assumptions specific to.each Station, and is structured such that a total amount of curies released over time (normally 1 year) can be converted to a dose commitment to the public. Since the equation does not depend on a system-specific.nu::lide concentration, i.e., activity per ml in the Condensate polisher Sump or Fire and Oil Sump, no change to the equation is needed. Therefore, as long as the total amount of curies being released from the plant is known, the current dose calculation equation for liquids in the ODCM is still applicable. REQUEST 4: provide 10CFR50 Appendix I calculations for the two release paths from the Cp and Fire and Oil Sumps.

RESPONSE

10CFR50 Appendix I calculations for liquid effluents originating from Byron /Braidwood Stations are addressed in FSAR Chapter 11, " Radioactive Waste Management". Conservatively estimated annual average doses to individuals exposed to these effluents are given in Table 11.2-3, " pathways Doses From Liquid Effluents". The source terms used to generate the values given in table 11.2-3 are referred to in the PSAR as Realistic Source Terms. Realistic source terms, as defined in the FSAR, are based on realistic models for reactor coolant activity. (See Tables 11.1-1 and 11.1-2 of the FSAR.) Calculations pertaining to 10CFR50 'l Appendix I follow the source assumptions of Regulatory Guide 1.112, Revision 0, April 1976, and Report NUREG-0017, April 19*16. The " Realistic Model for Reactor Coolant Activity" is described in detail in section 11.1.2.2 of the FSAR. j i When the Condensate polisher Sump and Fire & Oil Sump potential release paths were considered with regards to 10CFR50 Appendix I dose projections, it was assumed that the Realistic Source Term for steam generator leakage described in the FSAR is appropriate. This source term is based on conservative estimates of steam generator leakage and is assumed to be constant. The activity originating from this source term is fractionated among several different potential release paths which { ultimately find their way to the station blowdown line. I I l I ) -5,. When we consider that the condensate Polisher Sump and Fire & Oil Sump potential release pathways simply' provide an additional route for the same assumed source. term to reach the blowdown line, there is no reason to change the current 10CFRbO Appendix I calculations as presented in the PSAR (see Table 11.2-1 of the FSAR for " Expected Annual Average. Releases of Radionuclides in Liquid Effluents"). -In other words, the route that part of the source term takes to the discharge canal, not the total amount of source term curies destined to reach the blowdown line, is what has changed. Since '10CER50 Appendix I calculations are based on a projected amount of curies released over a period of time (and not the route to the release point), revised calculations taking into account the condensate polisher Sump and Fire & Oil Sump potential release paths would yield the same dose commitments as given,in Table 11.2-3 of the PSAR.
