N In accordance with requirements of 10CFR50 All Chemical Isotope Enrichment, Inc. (A1ChemIE) formally submits its application for I

a license to construct and operate a stable, non-radioactive isotope enrichment facility.

The facility is the Centrifuge i

Plant Demonstration Facility (CPDF) built by the Department.of l

Energy in Oak Ridge, Tennessee.

This facility, used to demonstrate the capability of the gas centrifuge to enrich urantum, was put on stand-by status In November 1984.

A1ChemIE is currently negotiating with the DOE for the lease of the facility.

l Attached hereto are A1ChemIE's responses to 10CFR50.33 titled l

10CFR50.33-General Information and 10CFR50,51 Non-applicability l

and Exemption Requirements.

Also transmitted herewith are the Safety Analysis Report, the Environmental Report, and the Security Plan for the A1ChemIE Facility-1 CPDF.

In accordance with 10CFR2.790(d) the security plan is submitted as proprietary.

f As stated in the attachment 10CFR50.33(e)-General Information,.

A1ChemIE anticipates starting modifications to the gas centrifuge cascades at the CPDF facility in January 1988.
