The letter also requests that the NRC transmit LILCO's request, pursuant to the NRC-FEMA Memorandum of

As the letter notes, the need for expedition in disposition of LILCO's request. includes matters relating to the continuing litigation over the exercise conducted on February 13, 1986..

Various of these matters are raised in LILCO's pending Motion to the Appeal Board, dated December 19, 1987, for certification or expedited resolution of issues arising from the "OL-5 docket" Li-censing ~ Board's December 7 decision, LBP-87-32.
