NRC Dockets 50-322-OL-3. OL-5 Ladies and Gentlemen:

Enclosed you will find a copy of a letter from LILCO to the NRC, SNRC-1406 (December 18, 1987), requesting that an offsite emergency preparedness exercise meeting the Commission's licens-ing requirements be scheduled as soon as possible for Shoreham Nuclear Power Station. The letter also requests that the NRC transmit LILCO's request, pursuant to the NRC-FEMA Memorandum of Understanding, to FEMA for action as soon as possible.

As the letter notes, the need for expedition in disposition of LILCO's request-includes matters relating-to the continuing litigation over the exercise conducted on February 13, 1986.

Various of these matters are raised in LILCO's pending Motion.to the Appeal Board, dated December 19, 1987, for certification or expedited resolution of issues arising from the "OL-5 docket" Li-censing Board's December 7 decision, LBP-87-32.

Long Island Lighting company hereby requests that a full onrticipation graded biennial offsite emergency preparedness exercise meeting the requirements of 10 CFR Section 50.47 and of Paragraph IV.F,1 to 10 CFR Appendix E be sco Zuled for the Shoreham Nuclear Power Station for the earliest possible date, and that pursuant to the NRC-FEMA Memorandum of Understanding, 50 Federal Register 15,485(1985), this request be transmitted It is formally to the Federal Emergency Management Agency.

  • SNRC-1406 Page 2 Regardless of the scope of the exercise to be scheduled and held, LILCO asks that this request be transmitted to FEMA and that a date be fixed and preparations begun for the graded exercise at promptly as possible. LILCO is prepared to take all steps necessary to expedite the process of exercise planning and preparation and looks forward to an early meeting in order to discuss this matter.
