Response to Notice of Violation (NRC Inspection Report 70-1100/89-01)

Dear Dr. Knapp:

Combustion Engineering has reviewed the Reference letter with regard to sealing B-25 low level radioactive waste shipping containers. Please be advised that our procedures have been revised to be consistent with the Nuclear Regulatory Commission interpretation of license requirements.

As of July 12, 1989, procedures were issued requiring the lids on B-25 containers on the waste storage pad adjacent to Building 21 to be secured.

In addition, all B-25 containers already on the waste storage pad had their lids secured. B-25 containers on the waste storage pad are also sealed with a Type E cup seal whose purpose is the detection of tampering.
