As of July 12, 1989, procedures were issued requiring the lids on B-25 containers on the waste storage pad adjacent to Building 21 to be secured. In addition, all B-25 containers already on the waste storage pad had their lids secured. B-25 containers on the waste storage pad are also sealed with a Type E cup seal whose purpose is the detection of tampering.
