SUBJECT:

SAFETY EVALUATION REPORT, AMENDMENT APPLICATION DATED MARCH 16, 1989, RE: AUTHORIZATION TO POSSESS AMERICIUM.241

Background

On March 16, 1989, BWFC submitted an application for license amendment requesting authorization to possess 2 curies of Americium-241 in the #orm of sealed sources.

Discussion I

Over a period of the next 2 Atomic Energy Agency (IAEA) years, BWFC will be subjected to an International audit of the CNFP nuclear material control program.

1 In performing the audit, IAEA inspectors will be utilizing two encapsulated americium / lithium sources.

It will be the responsibility of BWFC to store and j

safeguard the sources for the duration of the audit. The staff has determined that the present radiological safety program, including leak testing as required by the license, is adequate to support the possession of the Americium-241.

Therefore, to accomodate this request, it is recommended that Conditions 6.M.,

7.M., and 8.M., be added as followc:

Assessment is warranted for this action.

l Conclusion / Recommendation r

i Staff finds that the proposed change to the license will have no adverse j

effect on the public health and safety or on the environment. Approval of the amendment application is recomended.

l The Region II Principal Inspector has no objection to this proposed action.
