SAFETY EVALUATION REPORT, AMENDMENT APPLICATION DATED MARCH 16, 1989, RE: AUTHORIZATION TO POSSESS AMERICIUM.241

Background

On March 16, 1989, BWFC submitted an application for license amendment requesting authorization to possess 2 curies of Americium-241 in the #orm of sealed sources.

Discussion I Over a period of the next 2 Atomic Energy Agency (IAEA) years, audit of theBWFCCNFP will nuclearbe subjected material control to an International program. 1 In performing the audit, IAEA inspectors will be utilizing two encapsulated americium / lithium sources. It will be the responsibility of BWFC to store and j safeguard the sources for the duration of the audit. The staff has determined '

that the present radiological safety program, including leak testing as required ,

by the license, is adequate to support the possession of the Americium-241. '

Therefore, to accomodate this request, it is recommended that Conditions 6.M.,

7.M., and 8.M., be added as followc:

6.M. Americium-241 7.M. Sealed sources 8.M. 2 curies Thislicensingactionisinaccordancewith10CFR51.22(c)(14)(viii),and  ;

therefore, neither an Environmental Impact Statement nor and Environmental l Assessment is warranted for this action. l Conclusion / Recommendation r i

Staff finds that the proposed change to the license will have no adverse j effect on the public health and safety or on the environment. Approval of the amendment application is recomended.

l The Region II Principal Inspector has no objection to this proposed action.
