Dear Mr. Bowling:
This letter acknowledges our receipt of your letter of May 20,1998, in which you submitted Northeast Nuclear Energy Company's (NNECO's) power ascension program for the planned restart of Millstone Nuclear Power Station, Unit No. 3. This program was provided to assist the NRC staff in planning inspection resources.
