PLANNED POWER ASCENSION PROGRAM - MILLSTONE NUCLEAR POWER STATION, UNIT NO. 3
Dear Mr. Bowling:
This letter acknowledges our receipt of your letter of May 20,1998, in which you submitted Northeast Nuclear Energy Company's (NNECO's) power ascension program for the planned restart of Millstone Nuclear Power Station, Unit No. 3. This program was provided to assist the NRC staff in planning inspection resources.
With regard to the power ascension program, Attachment 4 to your May 20,1998, letter, described two commitments: (1) NNECO will discuss the results of the assessments performed at the four intermediate power hold points (approximately 30 percent, 50 percent, 75 percent, and 90 percent power) with the NRC staff and disposition any NRC concems prior to increasing /
power; and (2) NNECO will discuss the results of the 100 percent power assessment with the NRC staff and disposition any NRC concems prior to declaring startup and power ascension g
complete. This letter acknowledges these two commitments.
The NRC staf'is planning to closely monitor the power ascension of Millstone Nuclear Power Station, Unit No. 3, should the NRC permit restart. The staff willindependently assess your readiness to continue your power ascension process and will communicate the results of its assessment prior to your proceeding to the next hold point. These activities will be documented in subsequent NRC inspection reports.
In summary, should the NRC permit restart, the NRC staff will assess the power ascension performance at the hold points listed in NNECO's May 20,1998, letter prior to allowing NNECO to increase power beyond the hold point and before declaring the power ascension program complete.
