OF A PUBLIC MEETING WITH SOUTHERN NUCLEAR OPERATING COMPANY ON APRIL 22, 2021 The U.S. Nuclear Regulatory Commission (NRC) staff held an observation meeting public meeting with Southern Nuclear Operating Company (SNC) on April 22, 2021. The purpose of the meeting was a technical exchange to hear SNC describe the issue and the associated details associated with, and supporting, its potential request for an alternative to the American Society of Mechanical Engineers (ASME), Boiler and Pressure Vessel Code, Section III, for Vogtle Electric Generating Plant (VEGP), Unit 3. Key points were related to ASME Section III requirements, the treatment of unqualified material that may remain as part of the vessel after the repair, and potentially impacted inspections, tests, analyses, and acceptance criteria (ITAAC). NRC and SNC staff participated in the call. There were no members of the public who identified themselves at the meeting and no comments or questions were directed to the staff. López-Santiago During the meeting, SNC described the design, construction, ASME Code N-stamp certification of the containment vessel (CV), the completion of the structural integrity test, and the subsequent welding of six pieces of unistrut type steel shapes onto the CV, in three locations, by a non N-certificate holder, who was a contractor. The welds are 1/4 to 3/8 fillet welds, 4 long. The N-certificate holder, Chicago Bridge and Iron (CB&I) company, created a remediation plan, which required an alternative to certain subsections of the ASME Code, Section III, detailed in the presentation. Following the presentation, the main comment of the NRC staff was to provide information on the CB&I and Stone & Webster company quality assurance programs and commercial grade weld rod, if applicable. | |||
The proposed ASME Code alternative should provide information on the fracture toughness (FT) of the E7018 welding material at the temperature of the base material FT tests. SNC should consider including a comparison of, and evaluation of the differences in, the strength and chemistry data for the E7018 weld material versus the E9018 weld material and the SA-738 Grade B CV material. SNC should consider providing additional information on the surface examination and vacuum box testing post repair and justification for no post repair volumetric examination.
