Solution To reduce the backlog of unadopted TSTF travelers, TVA proposes a strategy to rebaseline discrete sections of the TS:
3 Solution To r educe t he backlog of unadopt ed TSTF t r aveler s, TVA pr oposes a st r at egy t o r ebaseline discr et e sect ions of t he TS:
* Multiple travelers affecting common sections of the TS will be included in a bundled License Amendment Request (LAR).
* M ult iple t r aveler s af f ect ing common sect ions of t he TS w ill be included in a bundled License Amendment Request ( LAR).
* Each traveler will have its own section in the LAR with identical subsections.
* Each t r aveler w ill have it s ow n sect ion in t he LAR w it h ident ical subsect ions.
* TS markups will be color coded for the effects of each traveler.
* TS mar kups w ill be color coded f or t he ef f ect s of each t r aveler.
* TVA will assess the success of this approach with the pilot LAR and make adjustments as needed for future rebaseline LARs.
* TVA w ill assess t he success of t his appr oach w it h t he pilot LAR and make adjust ment s as needed f or f ut ur e r ebaseline LARs.

  • Watts Bar Unit 1 received its Operating License on 2/7/1996.
  • Watts Bar Unit 2 received its Operating License on 10/22/2015
  • Both unit Technical Specifications (TS) are based on NUREG-1 431 Revision 0, issued on 9/28/1992
  • Few TSTF travelers were adopted for Unit 1 to maintain TS consistency with eventual licensing of Unit 2.
  • Current backlog of unadopted TSTF travelers is approximately 90.

3 Solution To r educe t he backlog of unadopt ed TSTF t r aveler s, TVA pr oposes a st r at egy t o r ebaseline discr et e sect ions of t he TS:

  • M ult iple t r aveler s af f ect ing common sect ions of t he TS w ill be included in a bundled License Amendment Request ( LAR).
  • Each t r aveler w ill have it s ow n sect ion in t he LAR w it h ident ical subsect ions.
  • TS mar kups w ill be color coded f or t he ef f ect s of each t r aveler.
  • TVA w ill assess t he success of t his appr oach w it h t he pilot LAR and make adjust ment s as needed f or f ut ur e r ebaseline LARs.

4 TS Se c tion The pilot LAR f or t his appr oach w ill be t he r ebaseline of TS 3.1 & 3.2 Sect ions 3. 1 and 3. 2, and w ill adopt t w elve t r aveler s:
