Dear Mr. Denton:

The referenced letter transmitted a proposed amendment to Facility i Operating Licence 0 ;. 0 51-27 and DPR-48, Appendix A, Sections 3/4.11, 3/4.12, 3/4.14, 3/4.16, 3/4.20 anc Sections 6.1 through 6.H. These changes f addresaud the areas of PrJiological Effluent technical Specifications (itib) and Administrative Controls. This letter also conunitted to submittity)

proposed changes to Section 1.0 (Definitions) when the review process was completed. The purpose of this letter is to transmit the final proposed changes to Sectie1 1.0 for inclusion with the proposed wendment submit ted with the referefte.

The addit toral pages are contained in the attaci<nent to this letter. Pler e include these pages with those transmitted by the original tubmittal discussen above.

In addition Ln the proposed changes associated with 5< ct ton 1.0, the attachmot also runtains proposed changes to pages 302 and 303. These tao pages reflect minor corrections concerning corporate pnsition titlm.

Please replace the rg11 cable pages submitted in the reference with these two p a s. All of the paqes contained in the attWinent have received on and off-31te revic* n d npproval.

Page 226 of the pocosed change contained a map depicting the bouncaries of Zicq's Hestricted Area. The portion of the boundary that traversed Lake Michigan wa, relocated onto the beach due to uncertainity retHrding Commonwealth Edison's agreunents alth the U.S. Coast Guard. 1his action has substnuently been showri to be incompatible with the procnhires und assurmtions used in the off-site dose raiculations performed in suppor t af 10 CFR 50 Agjendices C and I.

Thus, Conanonwealth Edison is corruitly fortnalizing its mpeementn with the U.S. Coast hto to control the watera off of /lon Station, once this agreement has been established, the restricted area bouruhry will t>u
