      2. Conference Sumary
          Introductions were made, and the representatives of Thielsch
          Engineering, Inc. were welcomed to Region I by Mr. Pangburn. Mr.
          Pangburn explained the purpose of the conference which was to discuss
          the findings of the NRC inspection conducted on March 9,1998. Mr.
          Reber reviewed the apparent violations.                                  I
          Ms. Hoffman admitted the violations and stated that Thielsch has never
          had an incident of this nature. Mr. MacLure then explained the root
          causes for the violations and the licensee's immediate and long term
          corrective actions in detail.
          Mr. Pangburn stressed the significance of these violations.
          Mr. Holody outlined the NRC's enforcement options.                      ,
