Dear Mr. DeLaBarre:
Enclosed is export application XMAT415/05, dated March 12, 2021, from Linde Electronics and Specialty Gases, a Division of Linde Gas North America LLC. The license presently authorizes the export of a cumulative total of 23,350 kilograms of deuterium gas to the Republic of Korea non-nuclear end use for fiber cable manufacturing.
Export application XMAT415/05 requests: 1) five additional Ultimate Foreign Consignees; 2) three additional Intermediate Consignees and; 3) an update to the point of contact.
In accordance with our mutual understanding, documented in August 2016, Processing applications for licenses for exports of deuterium, we would appreciate receiving your judgement as to whether:
The facts of the proposed export are consistent with non-nuclear end use; The Executive Branch does not see a need for assurances from the recipient government; and The proposed export would not be inimical to the common defense and security of the United States.
