Applicability to Decommissioning Levels: Post-Shutdown (PS), Permanently Defueled (PD),

ISFSI-Only (IO)

• For PD and IO levels: EAL schemes based on Rev 6 Appendix C submitted for prior NRC approval.

For PS level: Licensees for plants shutdown since 2013 continued to use EALs applicable to Defueled or All Modes from Recognition Categories A, C, E, and H with appropriate operator aids.
