Dear Mr. Warden:

Enclosed is an application (XSNM3809/01), dated May 28, 2020, received by the U.S. Nuclear Regulatory Commission, from TN Americas LLC, requesting amendment 1 to export license XSNM3809, which currently authorizes the export of 300 kilograms (kg) of uranium enriched to 19.95 WGT% containing 59.85 kg of uranium-235 for use as reload fuel in the JRR-3 reactor at the Japan Atomic Energy Agency.

The purpose of the amendment is to: 1) update the U.S. address of the licensee, TN Americas; and 2) reflect the name change of the Intermediate Consignee in France from TN International to Orano NPS.

No changes to the terms and conditions of the existing license are being requested. Therefore, our office is processing this as a minor amendment. It should also be noted that we are considering the applicants request to waive the 30-day public comment period and expedite processing and issuance of this amendment.
