Haddam Neck Plant Hillstone Nuclear Power Station, Unit Nos.1, 2, and 3 Site Access for NRC Insoectors In our October 10, 1986 letter,(1) Connecticut Yankee Atomic Power Company (CYAPCO) and Northeast Nuclear Energy Company (NNECO) submitted materials necessary to implement the Read and Sign Program for NRC Inspectors visiting the Haddam Neck and Hillstone Sites. This program may ees with "L", "Q" and "145-B" security clearances (g used by NRC who have            employ-completed gener11 NRC Staff training in radiclogical protection, security tnd personal safety c mpaithle to that furnished by licensees.
Enclosed with thia letter is an updated version of the Read and Sign Program                          l manual. Please discard previous manuals, as they have now been superseded.
