Chairman Jackson disapproved the staffs recommendation in this paper.

MERRIFIELD X X 11/23/98 COMMENT RESOLUTION in their vote sheets, Commissioners Dicus, Diaz, McGaffigan, and Merrifield approved the staffs recommendation and provided some additional comments. Chairman Jackson disapproved the staffs recommendation because she believes the use of a Generic Letter is inappropriate. She would prefer that the staff finalize the draft report entitled " Systematic Radiological Assessment of Exemptions for Source and Byproduct Materials," and make recommendations to the Commission for changes to the regulations based upon the risk of exempted activities. Subsequently, the comments of the Commission were incorporated into the guidance to staff as reflected in the SRM issued on February 16,1998.
