I agree with the thrust of Commiss'ener Deus's comments and suggest c,;.i;fi;rs that the Commesen's position is based on protection of public beelth and safety, with protection of property as a beno6cel byproduct of its decmion. When prx M with optens tnat are equally protective of pubre health and safety, the Commission should, being mindful o(costs, choose the least cossy opton. e.g.,
as the Commission did in establishing decommiss'ening enteria of the License Termmation Rule.
